19. februāra rīts pēc referenduma, kurā vairāk nekā puse no Latvijas balstiesīgajiem iedzīvotājiem ir pateikuši Nē! krievu valodai, kā otrai valsts valodai. Peldbaseina ģērbtuvē dzirdu sarunu: „plavaju po etoi, nu, kak tam, celiņu,“ tā saka kāda latviete. Viņai joprojām šķiet dabīgi lauzīties krieviski, lai nodrošinātu savai sarunu biedrenei krievietei komfortu. Divdesmit gadus pēc neatkarības atjaunošanas būtu normāli, ja lomas būtu mainītas un varētu dzirdēt frāzi: „peldu pa to, nu, kā viņu sauc – dorožku“. Taču tas nav noticis.

Šī nenozīmīgā epizode, kā dziļš simbols atklāj to, cik dzīva kā latviešos, tā krievos vēl joprojām ir pēckoloniālā mentalitāte. Latvieši vēl arvien nav atbrīvojušies no Padomijas uzspiestā uzvedības modeļa, no pārprastas pieklājības un nevajadzīga iztapīguma, bet varbūt tas ir pašaizsardzības nolūkā – tūlīt piemēroties sarunu partnerim. Acīmredzot, zemapziņas līmenī liela daļa latviešu joprojām pieņem, ka krievu valoda ir vairākuma valoda un latviešu valoda ir kaut kas personīgs un ģimenē lietojams. Diemžēl, šāds nacionālās pašapziņas trūkums ir vērojams arī citās jomās.

Savukārt, krievu pēckoloniālās mentalitātes izpausmes ir apzināta vai neapzināta cīņa par sava kādreiz dominējošā stāvokļa atgūšanu. Tās parādās kā nepamatotas prasības pēc pilsonības nulles varianta, plašākas izglītības krievu valodā un īpaša statusa krievu valodai. Tā kā tas nav iespējams nevienā nacionālā valstī, arī ne pašā Krievijā, tad daudzi krievi un krieviski runājošie jūtas aizvainoti. Līdzīgi jutās un izturējās angļi un franči pēc koloniālās impērijas sabrukuma. Viņi bija aizvainoti, jo uzskatīja, ka tika nesuši gaismu un attīstību okupētajām mežoņu tautām, bet tās, nepateicīgās, bija viņus padzinušas. Šādas domāšanas diskurss, gan krietni maskēts, vēl arvien ir sastopams gan Lielbritānijas un Francijas medijos, gan vēstures un politikas apcerējumos. Piecos gados, ko strādāju Francijā, es pārliecinājos, cik sarežģīts un ilgs ir koloniālisma traumu pārvarēšanas process. 2002. gadā, harki – tie alžīrieši, kas karoja Francijas pusē un 1962. gadā atstāja Alžīriju – vēl arvien nebija pieņemti franču sabiedrībā. Tāpat tur sveši jutās arī kādreizējo Alžīrijas franču pēcteči.

Personīgās drāmas un aizvainojuma akmens azotē, ko daudzi Latvijā dzīvojošie krievi nu jau vairāk nekā 20 gadu nēsā azotē, nav nekas unikāls. Tā ir daļa no ilgstoša un sarežģīta procesa, ko es sauktu par katra personīgajām un lielākās krievu kopienas daļas atvadām no impēriskās domāšanas. Par šiem sarūgtinājumiem atbildība nav jāuzņemas ne Latvijas valstij, ne latviešiem. Tā ir jāuzņemas Padomju impērijai, kas 1940. gadā okupēja Latviju, deportēja uz Sibīriju desmitiem tūkstošus visu tautību Latvijas iedzīvotāju un ieveda šeit simtiem tūkstošu pārtautotu padomju cilvēku. Jā, bet nu jau 20 gadus Padomju Savienības vairs nav, un ar šo faktu mums visiem savā apziņā un zemapziņā ir jātiek galā. Kam ar bezgalīgu atvieglojumu, kam ar – nožēlu un aizvainojumu.

Ņemot vērā rūgto pieredzi, man nepamatoti šķiet pirmsreferenduma diskusijās izskanējušie latviešu politologu un žurnālistu pašpārmetumi un pārmetumi latviešiem par viņu neprasmi uzturēt dialogu ar krievu kopienu, par Saskaņas centra neņemšanu valdībā, par latviešu politiķu neiešanu pie krievu vēlētāja utt. Šie pašpārmetumi arī ir pēckoloniālās domāšanas atbalsis, jo tie nebalstās reālās situācijas novērtējumā. Brīnos, ka par dialogu runā kā par kaut ko abstraktu. Izklausās skaisti, taču dialogs vienmēr ir ļoti konkrēts. Tas dod rezultātus tikai tad, ja abas puses to patiesi vēlas un sagaida no dialoga lietas, kuras ir iespējams sasniegt.

Pilsonība un valoda ir jautājumi, kas ir ir mūsu valsts būtība. Mums jāpalīdz to saprast krievu tautības līdzpilsoņiem, un kā pierādīja referendums, tālāki kompromisi par šiem jautājumiem nav un nebūs iespējami. Un te mēs nonākam pie svarīgākā mūsu valsts pilsoņu un iedzīvotāju abu lielo grupu nesaprašanās jautājuma. Mēs, latvieši, esam atjaunojuši 1918. gada Latviju, un citādi nebija iespējams. Savukārt lielākā daļa krievu uzskata, ka 1991. gadā ir radusies jauna valsts, un visi cilvēki, kas tās teritorijā atradās šīs jaunās valsts rašanās brīdi, ir pilntiesīgi tās pilsoņi ar visām no tā izrietošajām sekām. Jo ātrāk mūsu citu tautību līdzpilsoņi un iedzīvotāji sapratīs, ka tie nav latvieši, bet gan vēsture, kas viņus nostādījusi sūras izvēles priekša, jo ātrāk viņi spēs tikt galā ar savām pēckoloniālajām izjūtām.

Un izvēle ir starp dzīvi, kas tiek aizvadīta ar aizvainojumu par nepiepildāmām ilūzijām, izvēloties justies kā svešiniekam valstī, kur liktenis ir atvedis, un starp apzinātu un mērķtiecīgu darbu ar sevi, lai pieņemtu Latviju tādu, kāda tā ir dibināta 1918. gadā – nacionāla valsts, kas garantē latviešu tautai, valodai un kultūrai pastāvēšanu cauri gadsimtiem un nodrošina kultūras tiesības valsts teritorijā dzīvojošajiem citu tautību cilvēkiem.

Šī izvēle tomēr ļoti atšķiras no tās bezizvēles situācijas, kāda Latvijas pilsoņi tika nostādīti 1940. gadā. PSRS vienkārši piesavinājās mūsu valsti, atņēma iedzīvotājiem Latvijas pilsonību, pakļāva tos totalitāram, asiņainam režīmam un vēl piedevām uzspieda mums nepieņemamu ideoloģiju un masīvu rusifikāciju. Latvija turpretī padomju pārtautošanas politikas rezultātā šurp atvestajiem cilvēkiem piedāvā iespēju kļūt par Latvijas pilsoņiem. Tas ir IZLĪGUMS, kuram nav daudz līdzīgu precedentu pasaulē. Pretī mēs sagaidām lojalitāti Latvijas, nevis kādai citai valstij, mēs prasām zināt un izprast Latvijas sarežģīto vēsturi un lietot latviešu valodu.

Aizvainojums integrācijas procesā ir slikts padomdevējs. Es aicinātu tos krievu līdzpilsoņus, kuri jūtas aizskarti kopumā vai konkrēti par kādu skarbāku vārdu, kas dzirdēts no kāda sarūgtināta latvieša mutes, to uztvert bezpersoniskāk. Tā nav valdības politika un tas nav latviešu vairākuma viedoklis. Es mācījos otrajā klasē, kad mani par to, ka nemācēju atbildēt krieviski, pirmo reizi nosauca par fašisti. Ne šī sieviete, ne arī citi, kas tā mēdza apsaukāties, tomēr mani nepārliecināja, ka es esmu fašiste. Es zināju, ka esmu latviete un dzīvoju Latvijā.

Viss tas prasa ne tikai skaistus vārdus, bet arī stratēģisku plānošanu, atbilstošu budžetu un patiesu politisko uzmanību. Es uzskatu, ka prioritāri ir radīt plašākas iespējas mazākumtautību bērniem iet latviešu bērnudārzos un skolās. Prioritāte ir konkurētspējīgi sabiedriskie mediji un kultūra, tās pieejamība Latvijas vistālākajos nostūros. Prioritāte ir Latgales attīstība un latgaliskās identitātes stiprināšana.

Taču ir lietas, ko mēs varam darīt tūlīt un kas nemaksā daudz naudas. Mums pēc iespējas ātrāk ir jāmaina Pilsonības likums, piešķirot automātiski pilsonību visiem bērniem, kas piedzimst Latvijas valstī. Mums ir jāatzīst Pareizticīgo Ziemassvētki par svinamu dienu, kurā var nestrādāt. Tas nav politisks jautājums, bet gan cieņa pret kristīgām vērtībām. Mums ir plašāk jāparāda, cik veiksmīgi mazākumtautību cilvēkiem veidojas profesionālā izaugsme valsts dienestā un politikā. Mums ir jāatrod pareizais līdzsvars starp iejūtību pret citu tautību cilvēkiem un principialitāti valstiskuma, pilsoniskās izglītības un valodas jautājumos.

Atšķirībā no Alžīrijas, kur Francija uzspieda franču valodu, Krievijai pēc valsts neatkarības atjaunošanas krievu valodu mums neizdevās uzspiest par otro valsts valodu. Neizdevās tāpēc, ka mēs stingri aizstāvējām 1918. gada Latvijas pēctecības principu. Arī šis fakts ir jāpieņem.

Arī apgalvojumi par mazākumtautību diskrimināciju, kas regulāri izskan krieviski rakstošajos un raidošajos medijos ir pēckoloniālo kompleksu atbalss. Mums ir likums par naturalizāciju, izvētīts un krustušķērsu izpētīts starptautiskās institūcijās un atzīts par labu. Mums ir nacionālās kultūrautonomijas likums, valsts finansētas izglītības iespējas vairākās minoritāšu valodās, krievu valodā iznāk desmitiem laikrakstu un žurnāli un šo sarakstu varētu vēl un vēl turpināt.

Vissarežģītākais ir jautājums par politisko varu. Valodas referenduma rezultāti parāda diezgan tiešu korelāciju starp pilsētu un novadu etnisko sastāvu un balsojuma izvēli. Šī korelācija ļoti līdzīga ir arī Saeimas un pašvaldību vēlēšanās. Cilvēki balso pēc etniskā principa, nevis par politisko programmu. Mēs visi saprotam, cik slimīgi šāds etniskais dalījums ietekmē Latvijas politikas kvalitāti un apzināmies, ka tas ir jāmaina. Taču vieglāk pateikt nekā izdarīt. Vismaz Vienotībai ir jābūt atvērtai un proaktīvi jāiesaista dažādu tautību biedri.

Par ienaidu un izlīgšanu.

Latvijas TV un rādio notika spriedelēšana par naida ierobežošanu starp latviešiem un krieviem un par izlīgšanu. Jādomā, ka mūsu sabiedrībā ir cilvēki, kas ar šādu naidu dzīvo un kam vajadzīga izlīgšana.

Plašākā skatījumā šis naids ir ne tikai Kalnietes minētās koloniālisma mentalitātes izpausme. Es domāju, ka tā ir arī neizglītotības un novirzes izpausme. Normāli cilvēki saprot Latvijā ienākušos okupantus un redz viņus kā Krievijas, un, vēl plašākā skatījumā, cilvēces gājiena upurus. Tie jaunie puiši, kurus varmācīgi iesauca krievu armijā un paziņoja viņiem, ka tagad viņiem ir goda pienākms – aizstāvēt dzimteni pret iebrucējiem, nav vainīgi. Propaganda piepildīja viņu smadzenes un noteica viņu rīcību. Mēs zinām šīs spēles noteikumus – tos, kas domāja neatkarīgi un mēģināja izvairīties no sev līdzīgo iznīcināšanas, nosauca par dezertieriem un dzimtenes nodevējiem, un viņus nošāva.

Tas pats sakāms par citiem okupantiem.

Tie Krievijas cilvēki, kuri devās uz iekaroto zemi dzīvot, kuriem iestāstīja, ka uz šo zemi jānes kultūra un jādodas viņiem palīgā celt sociālismu, arī nav vainīgi. Viņi ir savas nezināšanas upuri. Kā mēs visi.

Bet pāri visam stāv izglītota cilvēka redzējums, kas redz un saprot nezināšanu un negodīgumu un pāri visam redz lielākas, vispārcilvēciskās vērtības – katra indivīda tiesības dzīvot cilvēka cienīgu dzīvi.

Tik viena piebilde. Mēs neesam vainīgi par nezināšanu, bet par negodīgumu – gan. Sākot ar to brīdi, kad mēs zinām, ka rīkojamies neskaisti, mēs esam vainīgi.

Ko lai dara ar tiem, kas atsakās mācīties un nevēlas zināt, bet rīkojas? Ko mēs darām ar zvēru, kurš mums uzbrūk? Ierobežojam, iznīcinām. Mēs viņu neienīstam, bet saprotam. Un palīdzam viņam. (Šajā gadījumā – abām konfliktā iesaistītajām pusēm). Autore raksta, ko varam darīt un kā jādara.

Tādā skatījumā runas par naidu starp latviešiem un krieviem mūsu sabiedrībā ir novirze, kādas izglītotiem cilvēkiem nav.

Lai saprastu pasauli, cilvēki savā apziņā izveido ārējās pasaules modeļus (teorijas). Saprast nozīmē spēju izveidot šādus modeļus, uzkrāt atmiņā iepriekšējās sadarbības notikumus un, izmantojot modeļus, prognozēt nākotnes notikumus. Mūsu pieredze rāda, ka tie, kas no ‘krīzes’ izgāja ar miljoniem kabatās un kontos, šos notikumus prognozēja veiksmīgi. Jo, kas tad ir ‘krīze’? Sabiedrībā saražoto materiālo labumu pārdale starp dažādām sociālām grupām. Tik veiksmīga pārdale, ka daudziem nav ko ēst.
Cilvēku sabiedrību apraksta nelineāru un laikā mainīgu automātiskās regulēšanas sistēmu kopa, kurā darbojas pozitīvās un negatīvās atgriezeniskās saites. Tas visu sistēmu padara cilvēku vairākumam nesaprotamu un, kā to rāda pārdales rezultāti, zinošajam mazākumam – izdevīgu. Ko darīt?
Daži pamatprincipi ir zināmi un to lietošana ļauj kaut ko saprast.
Autore raksta: “Kapitālisms ar stūri valsts rokās.” Atstājot lasītājiem iespēju pašiem nākt pie secinājuma. Šai domai pievienošu vēl pāri.
1. Jāsāk ar to, ka nepiedēvējam cilvēkiem tādas īpašības, kādu viņiem nav (tas ir komunisma pamatā), bet centīsimies ieraudzīt (un saprast un prognozēt) cilvēkus tādus, kādi viņi ir, kādus evolūcija viņus izveidojusi. Un valsti, tās pārvaldi jāveido, balstoties uz šo realitāti.
2. Tas nav viegli. Ja jau tas būtu viegli, tad bagātas sociālās vienlīdzības un taisnīguma valstis būtu izplatītas visā pasaulē. Skandināvu valstis drīzāk ir izņēmumi, kās rāda, cik grūti šādas valstis izveidot.

Tieši tā es nonācu pie secinājuma, ka Dieva nav. Vismaz tāda, kādu to sludina bībele un daudzās reliģijas.

“Ak Dievs, ja Tu esi radījis mani, iedevis man saprātu un domāšanu, ja Tu esi visvarens un pilnīgs, tad kāpēc Tu mani radīji tādu, ar tādām smadzenēm, kam vajadzīgs īstums un patiesība, kam jāapšauba visu, kas nav loģisks un sakarīgs, īsts un patiess? Kāpēc Tu soli sodīt mani par to, ka es gribu godīgi lietot to, ko Tu man esi iedevis – saprātu un vajadzību pēc īstuma un patiesīguma?”

Tāda bij’ mana lūgšana, kas, protams, palika bez tā Kunga atbildes. Atbildi bij’ jāmeklē tajā īstenībā, kas ir ap mums, un nevis kādā cilvēku izdomātā.

Vai ir citāds Dievs? Ne tik šaurs un bērnišķīgs jēdziens, kā bībelē un citās reliģijās, bet plašāks, tāds, kas pieņem zinātnes aprakstīto evolūciju un  kosmoloģiju, bet meklē atbildi uz jautājumu – kas bija pašā sākumā, kas visu to radīja – Visumu ar visiem tā procesiem, kuri radīja arī mūs? Tas ir teisms, tādu jau katrs var iedomāties un pieņemt, tikai šādam pasaulesuzskatam viens trūkums – tā pieņēmumus  nevar novērot un pierādīt, tas ne ar ko nav labāks par patiesāku, godīgāku atziņu, ka mēs nezinām, kas ‘bija pirms Lielā sprādziena’, kas izveidoja Visumu tādu, kādu mēs to novērojam. Ar teismu mēs tik esam pārkāpuši Okama principu, un neesam ieguvuši neko. Tādēļ priekš tāda cilvēka, kas grib būt patiess pret sevi, zinātnes pieeja  ir vienīgā pieņemamā.

There is a “mystery” we must explain: How is it that as corporate investments and foreign aid and international loans to poor countries have increased dramatically throughout the world over the last half century, so has poverty? The number of people living in poverty is growing at a faster rate than the world’s population. What do we make of this?

Over the last half century, U.S. industries and banks (and other western corporations) have invested heavily in those poorer regions of Asia, Africa, and Latin America known as the “Third World.” The transnationals are attracted by the rich natural resources, the high return that comes from low-paid labor, and the nearly complete absence of taxes, environmental regulations, worker benefits, and occupational safety costs.

The U.S. government has subsidized this flight of capital by granting corporations tax concessions on their overseas investments, and even paying some of their relocation expenses—much to the outrage of labor unions here at home who see their jobs evaporating.

The transnationals push out local businesses in the Third World and preempt their markets. American agribusiness cartels, heavily subsidized by U.S. taxpayers, dump surplus products in other countries at below cost and undersell local farmers. As Christopher Cook describes it in his Diet for a Dead Planet, they expropriate the best land in these countries for cash-crop exports, usually monoculture crops requiring large amounts of pesticides, leaving less and less acreage for the hundreds of varieties of organically grown foods that feed the local populations.

By displacing local populations from their lands and robbing them of their self-sufficiency, corporations create overcrowded labor markets of desperate people who are forced into shanty towns to toil for poverty wages (when they can get work), often in violation of the countries’ own minimum wage laws.

In Haiti, for instance, workers are paid 11 cents an hour by corporate giants such as Disney, Wal-Mart, and J.C. Penny. The United States is one of the few countries that has refused to sign an international convention for the abolition of child labor and forced labor. This position stems from the child labor practices of U.S. corporations throughout the Third World and within the United States itself, where children as young as 12 suffer high rates of injuries and fatalities, and are often paid less than the minimum wage.

The savings that big business reaps from cheap labor abroad are not passed on in lower prices to their customers elsewhere. Corporations do not outsource to far-off regions so that U.S. consumers can save money. They outsource in order to increase their margin of profit. In 1990, shoes made by Indonesian children working twelve-hour days for 13 cents an hour, cost only $2.60 but still sold for $100 or more in the United States.

U.S. foreign aid usually works hand in hand with transnational investment. It subsidizes construction of the infrastructure needed by corporations in the Third World: ports, highways, and refineries.

The aid given to Third World governments comes with strings attached. It often must be spent on U.S. products, and the recipient nation is required to give investment preferences to U.S. companies, shifting consumption away from home produced commodities and foods in favor of imported ones, creating more dependency, hunger, and debt.

A good chunk of the aid money never sees the light of day, going directly into the personal coffers of sticky-fingered officials in the recipient countries.

Aid (of a sort) also comes from other sources. In 1944, the United Nations created the World Bank and the International Monetary Fund (IMF). Voting power in both organizations is determined by a country’s financial contribution. As the largest “donor,” the United States has a dominant voice, followed by Germany, Japan, France, and Great Britain. The IMF operates in secrecy with a select group of bankers and finance ministry staffs drawn mostly from the rich nations.

The World Bank and IMF are supposed to assist nations in their development. What actually happens is another story. A poor country borrows from the World Bank to build up some aspect of its economy. Should it be unable to pay back the heavy interest because of declining export sales or some other reason, it must borrow again, this time from the IMF.

But the IMF imposes a “structural adjustment program” (SAP), requiring debtor countries to grant tax breaks to the transnational corporations, reduce wages, and make no attempt to protect local enterprises from foreign imports and foreign takeovers. The debtor nations are pressured to privatize their economies, selling at scandalously low prices their state-owned mines, railroads, and utilities to private corporations.

They are forced to open their forests to clear-cutting and their lands to strip mining, without regard to the ecological damage done. The debtor nations also must cut back on subsidies for health, education, transportation and food, spending less on their people in order to have more money to meet debt payments. Required to grow cash crops for export earnings, they become even less able to feed their own populations.

So it is that throughout the Third World, real wages have declined, and national debts have soared to the point where debt payments absorb almost all of the poorer countries’ export earnings—which creates further impoverishment as it leaves the debtor country even less able to provide the things its population needs.

Here then we have explained a “mystery.” It is, of course, no mystery at all if you don’t adhere to trickle-down mystification. Why has poverty deepened while foreign aid and loans and investments have grown? Answer: Loans, investments, and most forms of aid are designed not to fight poverty but to augment the wealth of transnational investors at the expense of local populations.

There is no trickle down, only a siphoning up from the toiling many to the moneyed few.

In their perpetual confusion, some liberal critics conclude that foreign aid and IMF and World Bank structural adjustments “do not work”; the end result is less self-sufficiency and more poverty for the recipient nations, they point out. Why then do the rich member states continue to fund the IMF and World Bank? Are their leaders just less intelligent than the critics who keep pointing out to them that their policies are having the opposite effect?

No, it is the critics who are stupid not the western leaders and investors who own so much of the world and enjoy such immense wealth and success. They pursue their aid and foreign loan programs because such programs do work. The question is, work for whom? Cui bono?

The purpose behind their investments, loans, and aid programs is not to uplift the masses in other countries. That is certainly not the business they are in. The purpose is to serve the interests of global capital accumulation, to take over the lands and local economies of Third World peoples, monopolize their markets, depress their wages, indenture their labor with enormous debts, privatize their public service sector, and prevent these nations from emerging as trade competitors by not allowing them a normal development.

In these respects, investments, foreign loans, and structural adjustments work very well indeed.

The real mystery is: why do some people find such an analysis to be so improbable, a “conspiratorial” imagining? Why are they skeptical that U.S. rulers knowingly and deliberately pursue such ruthless policies (suppress wages, rollback environmental protections, eliminate the public sector, cut human services) in the Third World? These rulers are pursuing much the same policies right here in our own country!

Isn’t it time that liberal critics stop thinking that the people who own so much of the world—and want to own it all—are “incompetent” or “misguided” or “failing to see the unintended consequences of their policies”? You are not being very smart when you think your enemies are not as smart as you. They know where their interests lie, and so should we.

The law enforcement entities dealing with the appalling massacre in and around Oslo last Friday have been understandably preoccupied with the question, did the perpetrator, Anders Behring Breivik, act alone. That is an important question for them, but it does nothing to help the rest of us understand and respond to this tragedy.

Let us assume that he acted alone, in the legal sense that unlike Timothy Mc Veigh of the Oklahoma City bombing he did not have accomplices. Acting alone does not mean that he acted in a vacuum. Thus we have to understand the climate in which he thought and acted. Just imagine if the media were asking instead, or in addition:

1. What is being done to reduce messages in the surrounding culture that are known to predispose a person to act out in rage?
2. What is the official discourse saying or doing to counteract this pressure?
3. What are we doing to raise awareness about nonviolent alternatives to retribution and security?
4. What are we doing to reduce hatred within and among people?
5. What are we doing to prevent weapons and knowledge of their use from being readily available and normalized?
6. What are we doing to show that these acts are not “senseless” but can be understood and prevented in very large measure—without employing the violence that further instigates them?
7. What kind of reporting is happening to make people feel safer and to show an image of the human being that is not selfish, violent, enraged and murderous?
8. What are we doing to educate people against far-right “Christian” extremism?
9. What are we doing to inspire people to imagine a future better than violence?
10. What will we learn from this tragedy?

Right now, the answer to all of these questions would be, basically nothing. And that does not bode well for our security.

Once Breivik was in custody it very soon came to light that he is a right-wing extremist “Christian” obsessed with the “danger” of Islam, and as such part of a growing trans-European movement. The most interesting feature of this movement–and here the press must be credited for pointing it out–are the uncanny similarities (uncanny if you don’t know how violence works) between the rhetoric of a manifesto he authored and/or signed and that of his opposite number, Osama bin Laden, even down to referencing the Crusades, though of course from opposite viewpoints. Apparently fundamentalisms have more in common with each other than they have with the discourse of rational people on their respective “sides.” There is no question that since 9/11 the “war on terror” meme has become the dominating mythology–I use the word advisedly–that has kept us in a posture of indefinite warfare–and that this posture perpetuates the very dangers we are seeking to avoid.

Unfortunately, Secretary Clinton stepped into this trap when she lost no time declaring, before the identity of the perpetrator was even known, that “We must…bring [them] to justice” — the rhetoric of the war on terror.  We know, unfortunately, what “justice” means in this setting, because we saw what it means just recently in the murder of Osama bin Laden.  It means unvarnished vengeance, and thus a guarantee that the cycle of violence will continue.  As a U.S. commander said in Iraq a year ago, “We are making terrorists faster than we can kill them.”  Does this sound like security to you?

But when we speak of a climate in which Breivik and others like him are operating, we must recognize that it has an even deeper cause than the reciprocal terrorisms invoked by the “war.”

Violence has, to bring in an analogy from science, a ‘background count.’  From the early days of nuclear science Geiger counters were used to record the level of radioactivity in a given area.  To know how much ionizing radiation an object is giving off one has to subtract the amount that the device is picking up from the surrounding environment.  Similarly, hate has a background count.  And it’s getting worse.  Notice the changing affiliations in the trans-European xenophobia — at first they supported Islamists against Jews, further back that they supported Communist Russia against China, and then switched.  This shows that the underlying motive is unspecific hate.

Why aren’t we asking, “Who or what is creating an atmosphere of egotism and hate in our culture?”  Unfortunately, because we already know the answer, and do not want to hear it.  Social scientists from every relevant discipline have been telling us for decades that the worsening parade of violent imagery in our mass media definitely and inevitably produces more violent mind-sets and thus more violent behaviors. To try to piece together the motivations of a deranged person — which, along with trivial details like the number of shots fired, etc., is often the preoccupation of the media — is an exercise in futility.  Deranged minds are by definition beyond the reach of reason.  But that does not mean we cannot understand what’s driving them — or do anything about it.  Terrorism across the board would go down to the extent that the pervasive dehumanizing imagery of the commercial mass media would go down.  Lt. Col. Dave Grossman has shown that the very same video games used to prime Army recruits to shed their inhibitions against killing are the ones being pulled off the shelves of game stores by young people everywhere.  Any one of us who persuades a child not to buy such games and him or herself abstains from patronizing violent television, games and movies — I realize this means almost all of it — will be showing the way to reduce terrorism.

So while we recoil in horror from what Breivik did and how he thinks, we have to realize that our culture provided him with the mind-set (including a low image of human life), the weapons, and a convenient ideology.  It would be sheer hypocrisy to neglect these causes of the problem — and dangerous folly.

Terrorism of this particular kind — xenophobic fundamentalism under cover of religion — would go down if we stop electing leaders who rely on it for their popularity.  Terrorism itself, in any stripe (and yes, I am among those who include war) would go down if we would turn our backs resolutely on the ‘entertainment’ and other forms that rely on violence for their popularity.  This gets us down at last to the real issue.

In any case, we can all raise the issues outlined above and act on them even if — or especially because — our political figures and the official discourse of the media apparently never will.  Our children expect nothing less.  If we want to give them a secure world, we really have no other way.
